• What name do you want for hosting? It can be anything, for example: iit, bangalore, history, kids, hindi, bollywood etc.
• iit.india.co.in, for this you have to be an IIT student or IIT alumni.
• bangalore.india.co.in, for this you have to be a person who belongs to Bangalore.
• Apart from above criteria, you have to be expert in web technologies. You can be a group of friends too to run a site.
• What kind of content you are planning to put?
• You assurance that you will be using it for non-commercial, non-political and fair use. Like ads, banners, google ads, spam, abusive content will not be used.

Once approved, you will be provided free disk space, ftp account etc. for hosting. No cost is involved anywhere.
